Description
The Proposed Development is situated with a Site area of 26.27 ha. It includes temporary compounds and access routes required to facilitate the works (see Appendix C). The Site is to be developed with a residential led masterplan, based on the principles of sustainable and low carbon urban design. A total of 1,600 residential units will be constructed with supporting and ancillary Commercial, Business and Service uses (Use Class E), Local Community and Learning uses (Use Class F), and Hotel (Use Class C1). The community and commercial uses are proposed to be predominantly located to the north of the Proposed Development to complement and interface with the regeneration of the town centre, serving both the new residential community at Hind Street and the wider Birkenhead population. 2.4.2. The Proposed Development is proposed to be split across five phases and primarily include demolition of the existing buildings and structures and construction of residential houses and apartments as well as ancillary uses. The enabling works are proposed to take place mid 2024 with the first construction of new homes anticipated to commence Q2 2025. It is anticipated all new homes will be completed by 2035. 2.4.3. A comprehensive masterplan and design code will support the hybrid planning application. These documents will set out the principles and parameters required to deliver comprehensive and co-ordinated sustainable development and will form the basis for future reserved matters applications that will be submitted for each detailed phase of development. 2.4.4. The hybrid planning application will also provide the means for WMBC to prepare a stopping up order under section 247 of the Town and Country Planning Act, which permits an order to be made for the stopping up/ diversion of a highway necessary to enable development to be carried out in accordance with a planning permission.
