Description

The proposals will require the removal of B grade trees T773, T775 (note these are Stantec survey reference numbers, the area TPO doesn?t appear to have individually numbered trees that we are aware of), as well as approximately five smaller Hazel and two multi-stemmed Ash within the copse. T776 will require pruning of lower tertiary branches to provide 5m height clearance above ground level over the existing track (Please refer to document TPO Technical Note - Loverose Avenue for further information and figures). Southern Water are undertaking works to install the Southampton Link Main pipeline, a part of the Water for Life Hampshire programme, Hampshire Grid. An online search will provide background information on Southern Water?s website. Winchester City Council have reviewed the scheme as part of an EIA Screening Opinion (WCC reference 24_00482_SCREEN) which deemed the project was ?Not EIA Development?. As a result, the project is largely being delivered under statutory undertaker permitted development rights. To lay the pipeline alongside the existing track results in the minimum impact on the area TPO as a whole, allows easy future maintenance from the track and affects mature ash specimens which may succumb to ash dieback which appears to be present in the area. It is technically possible to install a tunnel, but at this pipe diameter this would require a very expensive microtunnel or auger tunnelling technique over 69m in length and taking 14 days tunnelling time, the cost to the bill payer and additional embodied carbon impact of which is not considered justified in this case. Therefore, Southern Water is proposing to install the pipeline through the edge of the copse via an open cut trench. A programme of replacement planting is proposed.
