Request that the City Council does not enforce the provisions of Schedule 1, Part 9, Clause 9.1 of the Section 106 Agreement (and associated Deed of Variation) pursuant to permission dated 19 April 2023 (Ref: 22/04610/FULL) for a period of six months (i.e. until 27 May 2024) through allowing development to commence on the North and South Block phases in advance of: (i) The payment of a financial contribution to the City Council's carbon offset fund; or (ii) The approval by the City Council of off-site carbon offset projects; either of which are required to off-set the regulated carbon emissions from these two phases of the approved development.
