Observation requested by London Borough of Newham for Hybrid Planning Application (REVISED) for a phased mixeduse redevelopment comprising up to 885,000 sqm GEA of development and site wide enabling works (including demolition, utility works, dock wall works and associated works):1. Detailed Component:i. construction of 442 new residential units (Use Class C3) and 78,409 sqm GEA of flexible non-residential floorspace including Use Classes E, F1, F2 and Sui Generis (Drinking Establishments); in buildings ranging from 2 to 13 storeys above ground; public open space, construction of estate roads and new accesses to the public highway, cycle and car parking, public realm works, the alteration, partial demolition and conversion of Millennium Mills and associated works;ii. site reclamation/dock infill works to Pontoon Dock;iii. construction of a Temporary Energy Centre;iv. construction of a Temporary Construction Site Welfare Building on Pontoon Dock.2. Outline Component (all matters reserved): comprising up to 683,775 sqm GEA Residential (Use Class C3) floorspace (circa. 6,730 dwellings) and flexible non-residential floorspace up to 97,923 sqm GEA including Use Classes E, B8, C1, F1, F2 and Sui Generis (Drinking Establishments; Hot Food Takeaways; Live Music Venues; Theatres; Cinemas; Commercial Kitchen and Delivery Centres; and, Infrastructure); public open space, structures in, on, or over the dock area, , construction of estate roads and new accesses to the public highway, cycle, motorcycle and car parking areas and associated access, public realm works, and associated works.This Hybrid Planning Application is for a phased development intended to be capable of coming forward in distinct and separable phases and/or Plots in a severable way. This is a major planning application that affects the setting of listed buildings/structures and is accompanied by an Environmental Statement for the purposes of Environmental Impact Assessment under the Town and Country Planning (Env Impact Assessment) Regs 2017.
