Application to discharge details relating to Schedule 3, paragraph 1 requires submission and approval of an open space scheme which is defined as "means a scheme for the provision, laying out, surfacing equipment and landscaping of the Open Space submitted to the District Council for approval in accordance with paragraph 2.2 below which shall include a future management strategy for the ongoing management and maintenance of the Open Space"
