Description

Section 54 Planning Application seeking to vary Condition 7(i) of Planning Permission Reference LA09/2017/1801/F. This variation is seeking to remove the requirement of the conducting of a Pre-Construction baseline habitat survey to National Vegetation Class (NVC) level. It is proposed to 'non-comply' with the habitat surveys to an NVC level. This is for a number of factors mainly that the site has a long planning history of being used for extraction and related activities stretching back to 1981, Planning Ref. I/1981/0185/F and I/1981/0189. There are additional planning applications related to these activities in 2002, 2003, 2009 and 2011. As a result of these planning applications the site is now, as was highlighted by the EcIA as submitted with the application whereby existing habitats have been mapped. The mapping shows predominantly a Sand and Gravel Quarry, with areas of bare ground and dense scrub. The Quarry ponds have already been translocated as per condition 8, 9 and 10. It would therefore indicate that the habitat survey to a NVC level would not be necessary at this site.
