The tree needs managing because of the risk of subsidence. Also the risk of the property becoming uninsurable if your not allowed to manage a tree so close to the property. The tree also takes light away from the garden that has other large protected trees. The other lime trees in the cul-de-sac have been managed by being pollarded.
