Reason: tree trunk is hollow from branch fork at approx.7m downwards into base, see photographs, less than one third holding wood within decayed base measured through the vertical basal slit, tree is leaning, a health and safety hazard beside Breakspears Mews, could come down in high winds any time, stem to be left standing for wildlife habitat and biodiversity.Informative A: the landowner has a duty to plant another tree of an appropriate size and species when a tree is removed in a conservation area because it is dead or presents an immediate risk of serious harm. Ref. Tree Preservation Orders and trees in conservation areas, guidance, para 121 - replacement species selected from: small leaved lime, sessile oak, hornbeam, black poplar, wild service tree. Informative B: reducing the tree to a high safe standing stem is greatly appreciated for wildlife habitat and biodiversity.
