(1) Whether— (1) the change of use of Trimelston House, Beech Hill Office Campus, Clonskeagh, Dublin 4, from office use to temporary accommodation for displaced persons, and (ii) the carrying out of associated internal works, each constitute development within the meaning of Section 3 of the Planning and Development Act 2000 (as amended) and, if so, (2) Whether the proposed change of use—providing for 69 no. bedrooms—would, by reason of the scale and intensity of occupation, the impact on existing foul, surface and water infrastructure, and potential traffic generation, constitute development that would come within the scope of restrictions on exempted development under Article 9(1) of the Planning and Development Regulations 2001-2024 (as amended).
