7. The following requirements of the Transport Planning Division shall be complied with; a) Prior to commencement of the development, the layout and details of the proposed vehicular access junction and associated works to the public domain and footpath on Merrion Road shall be agreed in writing with the planning authority in consultation with the NTA. Works in the public domain shall be at the applicant/developer’s expense and in accordance with the document Construction Standards for Roads and Street Works in Dublin City Council. b) Prior to commencement of the development, following detailed design, a Stage 2 Road Safety Audit shall be completed by an independent approved and certified auditor for the development. The developer shall submit to the planning authority a copy of the RSA Stage 2 report and shall complete all of the remedial measures identified in the RSA Stage 2. The Stage 2 RSA shall consider both the existing road layout as well as the permitted Belfield / Blackrock to City Centre Bus Connects Core Bus Corridor (CBC) Scheme (ABP Reg. Ref. No. HA29N. 313509).
