Description
5. The Developer shall comply with the following conservation requirements of the Planning Authority: a) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained fabric and the curtilage of the Protected Structure. b) Prior to the commencement of works, the Developer shall submit the following for the written agreement of the Planning Authority: i. An updated Architectural Heritage Impact Assessment which provides for proposed programme of conservation works and opening-up works/investigations, and any structural works for the written agreement of the Planning Authority to include set of marked-up drawings and schedule of proposed repair works to the Protected Structure. ii. 1:50 Room elevations of the rear room, including underpinning details, and clarification on how the existing fireplace and chimney breast will be addressed in the lowered floor arrangement; iii. Drawing of Existing Section BB to be submitted which indicates the extent of demolition/excavation required to achieve the proposed lower level of 26.22 to the rear of the Protected Structure and within the side passage – and facilitate comparison with Proposed Section BB. FFL / Ground levels to be provided to explain the changes in level along the side passage, including underpinning details for the boundary wall. iv. Structural details shall be submitted to indicate how the chimney breast to the rear return shall be supported where its corner is proposed for demolition (garden level – snug) v. Installation of solar PV Panels at main roof level to south inner pitch – submit key fixing and flashing details for the proposed unit, and indicate where electrical connections will be made to the building interior. It would be advisable to ensure that the roof coverings on the south inner pitch are in good condition prior to the installation of the solar PV panel vi. Submit a 1:20 section of the lean-to shed through the existing and proposed arrangement, 1:10 foundation and flashing details on top of the historic boundary wall and at the top of the lean-to roof and interface with the west elevation of the Protected Structure and rainwater disposal details c) All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. d) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. e) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. f) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. Reason: In order to protect the original fabric, character and integrity of the Protected Structure at 29 Ormond Road South and to ensure that the proposed works are carried out in accordance with best conservation practice.
