7. The applicant shall comply with the following conditions from the Transportation Planning Division: (a) Prior to commencement of development, and on appointment of a Main Contractor, a Construction Environmental Management Plan (CEMP) shall be submitted to the planning authority for written agreement. This CEMP shall provide detail of the implementation of construction environmental management and mitigation measures and the intended construction practice for the development including a detailed Construction Traffic Management Plan (CTMP), hours of working, noise and dust management measures and off-site disposal of construction/demolition waste. The CTMP shall take account of cumulative construction traffic on the adjacent road network. Measures to improve pedestrian access along South Bank Road shall be provided.
