Description
. The applicant shall comply with the following Conservation Section requirements: In the interest of clarity, and as the proposed works will have an impact on the architectural character and setting of the adjacent Protected Structures, the Applicant is requested to submit the following architectural conservation details/revisions for the written approval of the Planning Authority prior to the commencement of development: (a) Clarify the extent of land subject to planning permission/red-line boundary (indicated as the entirety of the grounds of the Deanery on Howley Hayes Cooney (HHC) drawings L-001/C, L-002/C and L-003/C, which differs from DFLA Drawing DR-2001/C). (b) Submit a record elevation drawing of the east façade following the proposed removal of the existing cement render. (c) Consider the impact of creating 3no. new window openings in the west wall of the ground floor auditorium/function room and whether the benefits outweigh the disruption to the historic masonry wall. (d) Submit 1:20 drawings and 1:5 details of all proposed new window types and unglazed openings, and of existing timber windows where it is proposed to install double glazing – noting that no historic glass survives. (Conservation Report p.13). (e) Submit 1:20 drawings and 1:5 details of all proposed new door types, noting that the Conservation Officer recommends that the new double doors to the ground floor auditorium/function room should be Alu-clad fully glazed timber doors to match the other glazed (single) timber doors at ground floor level, ensuring a consistent design approach within the former mews building. (f) Submit a record drawing indicating all surviving historic timber floor boards at first floor level and a proposal for its reuse where possible within the proposed works. (g) Notwithstanding the existing cast iron fireplace at first floor level within the former mews building is no longer in use, the Conservation Officer recommends that it should be retained in situ as it contributes to the former character of this little building, which retains little of its original internal fittings. (h) Submit a 1:10 structural detail of the proposed downstand beam, and to retain if possible a masonry ‘nib’ on the west and east walls to reflect the former wall that is to be removed from the ground floor auditorium/function room, facilitating the legibility of the historic plan form. (i) Submit good quality internal record photographs of the ground floor garage/store including the 4no. posts adjacent to the staircase ‘undercroft’. (j) Submit a 1:50 record drawing and associated photographs of the ground floor materials beneath the concrete slab which is to be carefully lifted to avoid any damage to historic cobbles which may lie beneath the concrete slab (Conservation Report p.8). When the extent of cobbles is determined, the Applicant is requested to make a proposal for the lifting and relocation of the historic cobbles to be agreed with the Planning Authority. (k) Reconsider the proposed aesthetic and consider the use of painted steel/corten steel rather than stainless steel for the formation of the proposed circular 1.15m diameter ope in the masonry wall between mews courtyard and Deanery garden and the use of Option 2 CORA SK101PL1 (T-shaped steel profile with gusset plates either side of leg to form one continuous piece curved into custom circular shape – i.e. a single continuous reveal). (l) Clarify the finish to retaining walls where they are exposed/visible (SE info indicates new RC/block retaining walls around steps/ramps whereas Landscaping Drawing Wo.03-DR-2500 indicates a fair-faced concrete retaining wall) (m) Revised 1:20 drawing for the proposed handrail, that will be sympathetic with the proposed estate railing/guarding indicated on Landscaping Drawing Wo.03-DR-2500. (n) Revised granite steps detail: The Conservation Officer recommends that rather than using thin granite cladding to risers and treads, that solid granite steps are used on a concrete base, with a reasonable cross-over, to provide a more authentic and robust detail. (o) 1:50 record drawing and associated cross referenced photographs of all historic 19th century cobbles in existence following the removal of the concrete and tarmacadam from the mews courtyard, and seek the agreement of the Planning Authority in regarding to the proposed laying of the historic cobbles along the front elevation of the mews building. The Conservation Officer recommends the use of a lime mortar in the bedding of the historic cobbles – mix to be agreed. (p) Revised drawing to include a French Drain is provided along the external walls of all of the historic buildings and Protected Structures particularly in areas where natural stone paving is proposed. (q) Revised drawing indicating the position of gulleys and drains layout drawing when these have been determined – cast iron or high quality metal grilles/covers should be used throughout the scheme. (r) Consider the effectiveness of the 2no. small planters indicated in the corners of the new granite paving adjacent to the rear of No. 39 Kevin Street Upper – clarify whether these will be beneficial in regard to drainage, and how they will be detailed to avoid any damp ingress into the Protected Structure – 1:20 drawings to be submitted. (s) Revised drawing indicating a revised location for proposed bicycle stands within the mews courtyard rather than within the setting of the principal elevation of the Deanery. • A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained fabric and the curtilage of the Protected Structure. • The proposed development shall be carried out in accordance with the following: (i) All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. (ii) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. (iii) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. (iv) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. Reason: To ensure that the integrity of this protected structure is maintained and that all works are carried out in accordance with best conservation practice.
