2. The requirements of the Planning Authority’s Conservation Division shall be undertaken as follows: a) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained fabric and the curtilage of the Protected Structures. b) Prior to the commencement of the respective work packages to which the following items refer, the applicant shall submit for the written approval of the planning authority: (i) A photographic survey and section through the yard and elevation of the rear (north) elevation of No.68, including the existing ground floor door opening which it is proposed to close up. (ii) An existing site plan that includes the red and blue line boundaries, and roof-plan that includes the existing walled rear yard and single-storey (modern) shed that are included in the red-line boundary, and the adjoining empty site that is included in the Applicant’s blue line boundary. (iii) A short explanation that specifically addresses the numbering of the building as No. 68 and not No. 67 (as indicated in previous planning applications). (iv) Single-Storey wc extension: • A marked-up drawing indicating existing and proposed drainage • Proposed structural engineer’s foundation details for the new enclosure • 1:20 details of the proposed new door opening (formerly blocked up window) and door, and external door on Elevation E drawing - no. 442-P08. • 1:20 drawing of proposed new 4-over-4 timber sash window and sill • 1:5 typical detail of standing seam roof and flashings to the surrounding adjoining walls (v) 1:20 details of fire-rated hatch that will facilitate access to the basement (vi) New signage - alternative proposal for a wall mounted sign to include a general 1:50 elevation indicating the proposed sign and its location, and 1:10 details of the proposed sign, including materiality, key dimensions and font/wording and fixing details. c) The proposed development shall be carried out in accordance with the following: (i) All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. (ii) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. (iii) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. (iv) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. (v) The Applicant shall invite the CO to visit the site to inspect the wall at close quarters when the cementitious render has been stripped off the west façade. Reason: In order to protect the original fabric, character and integrity of No. 68 Arran Street East which conjoins with the Protected Structure at No. 18 Ormond Quay Upper and to ensure that the proposed works are carried out in accordance with best conservation practice. The Applicant is requested to submit a copy of the fire safety measures as outlined by John Paul Coghlan Consulting Engineers in the submitted Fire Safety Certificate application documents which involve the upgrading the fire resistance of the walls and doors to the staircase and installation of a fire rated access hatch to the basement (for information only).
