5. The developer shall comply with the following requirements of the Transportation Planning Division: b) Prior to commencement of the permitted supermarket use, the applicant shall submit to the Planning Authority for written agreement a Service Delivery and Access Plan in accordance with Section 2.4, Volume 2, Appendix 5 of the Dublin City Development Plan 2022-2028. In particular, the Plan must outline details on the number of collections of the Deposit Return Scheme recyclable materials, the location of DRS bins prior to collection, as well as shared access to the granted loading bay area. The plan shall ensure by proposed appropriate measures that no part of the servicing/collection process can take place on-street and in particular along Ballybough Road. Reason: In the interest of road safety and orderly development and Section 2.4, Volume 2, Appendix 5 of the Dublin City Development Plan 2022 – 2028.
