11. Prior to the commencement of development on site the Applicant shall submit for the written agreement of the Planning Authority a noise assessment which shall include details of the proposed construction methodology to mitigate aviation noise impacts given the sites location in Zone C of the Airport Noise Zone. Details of all measures to provide satisfactory noise insulation of the proposed dwellings shall be included
