7. The development shall comply with the following requirements of the Drainage, Planning Policy and Development Control Section: b) Prior to the commencement of the development, the applicant shall submit a revised flood risk assessment that addresses the risk of basement flooding from pluvial events and from sewer surcharge. Where residual risks exist, mitigation measures shall be implemented.
