4. The applicant shall comply with the following Landscaping requirements: (i) Landscape Scheme to be submitted Development shall not commence until a landscape scheme prepared by a qualified Landscape Architect comprising full details of the size, species and location of all vegetation to be planted and the treatment of all external ground surfaces, entrance design and coordination review with proposed services, has been submitted to and agreed in writing by the Planning Authority (The landscape scheme shall have regard to the Guidelines for Open space Development and Taking in Charge, copies of which are available from the Parks and Landscape Services Division)
