2. The Developer shall comply with the following requirements of the Conservation Division of the Planning Authority: b) Prior to the commencement of the development, the applicant shall submit for the written approval of the planning authority: (i) The Developer shall omit the proposed Heydi System / Delta Drain system and shall submit an alternative means of addressing damp for the written approval of the Planning Authority such as the introduction of French drains within the landscaping directly adjacent to the building, ensuring basement spaces are adequately ventilated, exposing the base of the wall fabric externally where possible (removing cementitious render and non-breathable paints), and the use of sacrificial renders such as lime/hemp/clay, and / or the introduction of a calcitherm system. (ii) The proposed M&E AC heating & ventilation works shall be omitted and an alternative less invasive heating system that will minimise the disruption or loss of historic fabric shall be proposed by the Developer for the written agreement of the Conservation Officer by condition/compliance – M&E and Architects’ drawings shall be submitted. (iii) Final coordinated document that corrects and coordinates anomalies in regard to numbering of chimney pieces; includes a completed schedule of proposed repairs to defects in existing chimney pieces, including any repairs to address “condition of chimney piece consistent with age”; method statement for careful removal of existing chimney piece to be relocated (from FF09 to SF12); 1:20 drawings of proposed new chimney pieces where these have been previously removed (LGF 02, LGF 03, GF 06, FF 09, SF 11) and new inserts appropriate to the chimney pieces retained. (It is understood that the existing chimney pieces will be retained for aesthetic purposes only, and will not be used for heat generation – the Applicant shall submit information pertaining to any deviation from this understanding). (iv) 1:10 details of the interface between the proposed new frameless glass double doors pivot mechanisms / receivers / hold open devices (located between rooms G01 and G02 Front Hall and Stair Hall) and the existing decorative timber surround and floor finish. We recommend that the finish of the kick–plate and associated ironmongery should be a muted finish such as bronze rather than stainless steel – to be coordinated with all other ironmongery (v)Final repair drawings that indicate repairs required to water-damaged ceilings at 3rd floor level and locations for reinstatement of historic timber floor boards; Structural Engineer’s marked-up plans and sections indicating any locations where typical wall strapping / other repairs are required (vi) Detailed drawings of the existing roofs when safe access is in place and the roof has been inspected by the Architect and Structural Engineer, indicating all proposed timber repairs and strengthening details, chimney and other flashings and repairs, parapet and central valley gutters and cast iron rainwater disposal systems. Roof coverings to the principal and rear return roofs will match the original historic coverings – Welsh Bangor Blue slates (vii) Final updated / additional window drawings / schedule that indicate where historic glass survives on each window, indicating that all historic glass shall be retained. The installation of slim profile double glazed units shall only be permitted where historic glass no longer survives – the Applicant shall submit proposals for any window upgrades on this basis and for the agreement of the CO (viii) Lobby G01 – Main Entrance Hall: 1:20 plans, sections and elevations of the existing and proposed arrangement for the reinstatement of an historic fanlight and side lights to the main entrance door, which shall be evidence based. The drawings shall indicate the proposed “Provision of discrete recessed downlighter in transom over front door and provision of 2no. uplighters within the external side of the fanlight” including the size of the proposed light fittings, to facilitate the proper assessment of the proposed works – the light fittings should be as small as possible – the loss of historic fabric will not be permitted (ix) Revised elevation extract at 1:20 indicating the dimensioned polished brass name plate and proposed fixing details which shall not conceal the rustication and preferably be centred on the stone face. (x) Submit details of proposed termination detail required for the chimney pots.
