3. The development hereby permitted shall incorporate the following amendments: a) The front boundary between the site and the public footpath at Rathmines Road Upper shall be defined by a low plinth wall and railing similar to the existing boundary in front of No. 65 Rathmines Road Lower, with the exception of the pedestrian entrance leading to the front door and the separate entrance leading to the basement. The area behind the boundary shall be soft landscaped and no gate shall open outwards across the public footpath. Drawings shall be submitted to the planning authority for written agreement prior to the commencement of the development.
