3. The following requirements of the Transportation Planning Division of Dublin City Council shall be complied with a) Prior to commencement of development, a layout for the adjacent surface car park shall be submitted to and agreed in writing with the Planning Authority. The car park layout shall be revised as necessary to accommodate the proposed development. Any required re-configuration of spaces, access/egress points and circulation routes shall be clearly illustrated. b) Prior to commencement of development, proposals for cycle parking serving the Specialist Railway Simulator Training Building shall be submitted to and agreed in writing with the Planning Authority. The quantity, design and location of cycle parking shall be clearly illustrated in the proposals. Cycle parking shall be provided at a rate of 1 space per 5 staff and 1 space per 2 trainees unless otherwise agreed with the Planning Authority. The design shall allow both wheels and frame to be locked to the stand. Cycle parking shall be provided in a highly visible location in proximity to the building entrance.
