11. The development shall comply with the following Transportation Planning Division requirements: a. Prior to the commencement of the development, the works within the existing public footpath at Prussia Street regarding the development’s access shall be submitted to and agreed in writing with the planning authority. The applicant shall contact the Environment and Transportation sections of DCC to ascertain their requirements regarding all works to the public footpath. The exact location of the driveway’s stop sign pole should be clearly demonstrated, without being placed in the tactile paving area and in a way that don’t create a pinch point for pedestrians at this location. Materials in public areas shall be in accordance with the document Construction Standards for Roads and Street Works in Dublin City Council. All works shall be completed prior to the occupation of the development and shall be carried out at the expense of the applicant. b. Prior to commencement of development, the applicant shall liaise with and seek written approval from the National Transport Authority (NTA) to ensure that the proposed development and phasing of works comply with the requirements of the Core Bus Corridor (CBC) Blanchardstown to City Centre with regard the lands required to facilitate the Core Bus Corridor on Prussia Street. i. Details of this engagement including development’s phasing works shall be submitted to, and agreed in writing with, the planning authority. ii. In the event that the applicant site is intended to be constructed prior the final construction phase of the future NTA’s Bus Connects Blanchardstown to City Centre Bus Corridor (CBC) Scheme at Prussia Street, the applicant shall contact DCC’s Parking and Enforcement Division to ascertain their requirements concerning the removal of Pay & Display Parking Areas in front of the site, including signage poles, as these are only intended to be removed as part of the mentioned NTA’s CBC Corridor Scheme. Details of this engagement and amended drawings shall be submitted to the local authority for a written agreement. c. Prior to commencement of development, the applicant shall submit bicycle parking details (drawings and documentation) for the written agreement of the planning authority showing, 161no. bicycle parking spaces for residents and 65no. bicycle parking spaces to be allocated for visitors and staff. The bicycle spaces shall be provided in secure, well-lit and sheltered areas, which shall not share spaces with other aspects of the development (i.e. bicycle parking spaces for visitors or commercial unit). All resident bike stores shall be equipped with a mix of the Sheffield and two-tier stands and shall have e-bike charging facilities on each bike compound. In addition, cargo/accessible bicycle spaces shall be provided for 5% of the total number of bicycle spaces in accordance with Section 6.3 (Universal Access) of the Cycle Design Manual (September 2023). h. Details of the construction coordination phase between the applicant site and the adjoining construction access haul, included within the applicant’s red line boundary as part of concurrent planning permissions Reg. Ref. nos. GSDZ4210/24 and 4211/24, shall be submitted, as the temporary construction access route should be made redundant prior to the occupation of the proposed housing development.
