It is submitted that the works constitute maintenance and improvement under Section 4(1)(h) of the Planning and Development Act 2000 (as amended), as they do not materially affect the external appearance so as to render the structure with neighbouring properties, and are conservation-led enhancements that restore rather than alter the streetscape character.
