3. The Developer shall comply with the following conservation requirements of the Planning Authority: g) In advance of works commencing on site, a detailed window survey shall be carried out demonstrating the condition of all windows. The window survey shall include a detailed description of the existing timber windows and detail any surviving historic glazing. It should include detailed photographs of the existing windows. Details of the extent of any required repairs should be outlined in a conservation method statement. h) Where windows are clearly shown to be beyond repair, any proposed replacements must be historically correct timber sash windows, which are accurately based on originals. Details of the proposed new windows and glazing should be submitted. Please note that in the case of historic windows which retain historic glazing, new replacement windows will not be permitted. These shall be repaired. Original windows that are proposed for demolition shall be clearly identified on the drawings and described within the AHIA and justification for their removal / replacement shall be provided. i) The use of slim profiled double glazing may be considered where well detailed. The new frames should have a traditional putty finish to the exterior. Details of the proposed new glazing should also be submitted. The applicant shall be satisfied that any proposed slim-lite glass replacements conform to EU directives. The use of a slim profiled glazed unit with fritted glass shards between panes or a vacuum seal shall not be permitted. j) In advance of works commencing on site, the applicant shall confirm the following: I. If an escutcheon or lock is to be positioned on the double doors beneath the stairs at ground floor level in No. 30 Fitzwilliam Street Lower, these should be mounted at the same height as the top of the scroll to the baluster at the base of the stores. II. The high level glazed panels to the internal central shower room at second floor level in No. 29 should be omitted. III. 1:10 details shall be provided of the proposed slim depth double glazing to all windows on the front elevation of No. 29 Fitzwilliam Street Lower, and 1:20 & 1:10 details shall be provided of all proposed replacement six-over-six timber sash windows. IV. 1:20 and 1:10 details shall be provided of the proposed new external gate in the front lower ground floor area at the boundary between Nos. 29 and 30. V. Metal surround at Lower Ground Floor level to the rear of Nos. 29 and 30, subject to agreement of a colour sample of the proposed metal detailing, and safety manifestations to the full height glass panels. VI. Prior to lifting sandstone paving to the front of Nos. 29-30 and 62, a survey drawing and photographic record shall be made of all surviving sandstone paving slabs prior to their removal. A specification and conservation methodology shall be prepared for their removal, inspection, assessment, temporary storage, cleaning and reinstatement. The applicant shall endeavour to use as much as possible of the historic fabric. VII. Sample vents shall be submitted for approval for the rear elevation of No. 29 – these should be as discreet as possible VIII. The proposed balcony to the pair of windows to the rear of No. 29 at first floor level should be open railings (as permitted elsewhere in the project) and not closed metal panels lined with timber, to provide a lighter touch intervention on the rear of the Protected Structure. Reason: To ensure that the integrity of these protected structures is maintained and that the proposed repair works are carried out in accordance with best conservation practice with no unauthorised or unnecessary damage or loss of historic building fabric.
