4. The developer shall comply with the following requirements of the Conservation Section of Dublin City Council; b) In advance of works commencing on site, the applicant shall submit the following information to the Planning Authority for their written agreement: i) Drawings and a method statement for the installation of the roof lights shall be provided, showing full details of the proposed new roof light including material and colour. ii) The proposed breathable roof insulation and new roofing membrane shall be clarified. Where insulation is proposed, breathable insulation such as cellulose or sheepswool shall be permitted. Rockwool is not breathable and shall be omitted, unless the ventilation in the attic is adequate. iii) The presence of sound historic joinery such as joists, beams and floorboards shall be clarified on a set of drawings. All sound timber joinery such as joists and floorboards shall be retained. iv) The existing sashes and box surround to the east window shall be repaired rather than replaced. A full measured survey of the existing sashes and boxes shall be carried out before disassembly and repair. The applicant shall submit 1:10 drawings and details of the proposed new sash windows. v) The installation of slim profiled double glazing may be considered to original windows / window opes where well detailed. The new frames should have a traditional putty finish to the exterior. Details of the proposed new glazing should also be submitted. The applicant shall ensure that any proposed slim-profiled glass replacements conform to EU directives and shall confirm this in writing to the Planning Authority. The use of a vacuum sealed slim profiled double glazed unit with frittered glass pieces to the interior and vacuum seal in the corner of each pane is not supported. vi) 1:10 drawings and details of the proposed new windows, doors and glazing throughout. vii) Drawings at 1:50 identifying proposed service runs within the building including drainage, water supply and ventilation routes. viii) The proposed new blue Bangor slates shall match the existing historic slate in colour, texture and size. ix) The external and internal elevations shall be investigated for traces of any surviving historic render. All sound historic render shall be retained in situ. The CO shall be given the opportunity to inspect the façades of the coach house in order to identify defects at close quarters and to agree a preferred solution to any repairs commencing, which shall be led by best conservation principles. Samples of materials and site exemplars of site workmanship shall be provided for inspection by and written approval of the CO in advance of the works commencing. The applicant shall submit details of five recent examples of specialist re-rendering works carried out by the proposed contractor on protected structures of similar architectural significance in Dublin and associated references to ensure that the contractor has the requisite expertise for these works. x) Samples of the mortar and jointing shall be carried out for inspection by the CO. Sample panels shall be carried out on site to allow assessment of the mortar and profile. The southern façade shall be repointed in natural hydraulic lime mortar (NHL 2) with a flush brushed joint to southern elevation. xi) A light steam clean only shall be carried out on the brick southern façade. Samples of steam cleaning shall be provided to the Conservation Officer for inspection and approval in advance of works commencing on site. xii) Investigations shall be carried out as part of opening up works to ensure the retention and conservation of concealed original flags, cobbles or stone setts, if any prior to the installation of the new floor. All historic floor surfaces shall be reused in the completed building.
