3. The development shall comply with the following requirements of the Transportation Planning Division: a) Prior to commencement of the proposed use, details of the bicycle parking spaces, layout, access to the basement, storage arrangement, marking demarcation and security provisions for bicycle spaces shall be submitted for the written agreement of the planning authority. The layout to be agreed shall ensure a minimum 2.0 - 2.5m between two-tier bicycle stands and general access corridors within the bike store and include provision for bike rails on the stairs to the basement. Cycle parking design shall allow both wheel and frame to be locked.
