Description

4. The developer shall submit the following information for written agreement of the Planning Authority prior to the commencement of development on site: a) An up-to-date copy of the Masterplan 2017 referred to by the Applicant in the Planning Report p.17, to ensure that all future development on this important complex is considered in a holistic and coordinated manner. c) Clarification whether the original timber boarded linings (previously visible from the interior) have been retained, or replaced in the upgrading works to the roof and thermal upgrading of the west range. d) Detailed drawings showing the introduction of ventilation behind and to the underside of the new panelling to avoid potential damp and rot issues. e) Revised drawings that include the overall length/dimension of the existing Chemical Laboratory and proposed Link Structure on existing and proposed plans, sections and elevations, and identify the corresponding dimensional changes within the area between the link structure and the bridge. f) Clarification of proposed works for all existing doors being removed/retained – submit a detailed door schedule, including photographs and drawings of all existing doors and proposed works to existing doors, retaining as many of the authentic historic doors as possible. New timber-boarded doors shall be installed in new external door locations, rather than plain solid lacquered doors – and shall be detailed in a contemporary manner to reflect the character of the building. g) Submit a floor plan which indicates all surviving historic floor boards and tiled / other floor finishes and decorative cast iron grille and repairs required and where the historic materials will be retained. h) Reflected ceiling plans to indicate all surviving lath and plaster ceilings and decorative perimeter finishes formed in plaster/decorative brickwork and repairs required and where the historic materials will be retained. i) Drawing of new door between Landing GP24-3 and Butler Wing South Entrance, including a dimension for the proposed new opening, clarifying why the demolished ope scales at 2.8m width, whereas the equivalent recess indicated at first floor level scales at 2.4m width, and the new doors scale at 1.8m width. j) Additional GA Section Drawing in the location of section M-M looking east. k) A3 Drawing 3036 Proposed Section H-H – further details to be provided to explain how the proposed blackout horizontal roller blind is operated and fixed – in open and closed position relative to the clerestory glazing. l) 1:20 plan section and elevation details of proposed secondary glazing units m) Detailed window schedule to augment the information provided on A3 drawings 3101, 3102, 3103, 3104, and the information provided in Lambstongue Report on Windows. (The Lambstongue Report notes that many of the windows retain historic glazing). NB the Applicant shall identify within the window schedule all windows in which historic glass survives and shall be retained, and note that the Conservation Officer does not support the replacement of historic glass with slim profile double glazed units. All historic glass shall be retained. Where historic glass does not survive, the Conservation Officer prefers the use of slim profile double glazed units rather than fineo glass, which has a faint but visible frit effect. The use of fineo glass is not supported. Where historic glass survives, the Conservation Officer recommends the use of a discreet secondary glazing unit to improve thermal performance. n) Revised landscaping drawings showing the sharply tapered ends to the raingarden and soft planting zones revised and truncated to a manageable end dimension e.g. minimum 100mm. o) 1:50 plan and section through the steps up to the new entrance on Hatch Street and elevation of the proposed new entrance doors and draught lobby, and how these are set into the stone recesses. (What is indicated on the A1 plan drawing 1021 and A1 elevation drawing 2031 does not correlate). The new entrance doors shall sit within a comfortable ‘buffer zone’ between the new door and the edge of the recesses, whilst achieving the desired clear width. p) 1:50 elevation and plan drawing of the proposed return of the simple railing in front of the entrance doors to the Butler Wing returning closer to the west edge of the Butler façade, rather than onto the base of the column to the left hand side of the entrance. q) 1:50 external elevation drawings that illustrate the items noted detailed condition survey executed by Dr. Jason Bolton and the recommendations for the cleaning, consolidation, repair and repointing of the elevations so that the quantum and location of proposed repairs are clear. All proposed works shall be subject to the inspection and agreement of control samples for cleaning, grafting, repointing and other repairs, to ensure that the building fabric is repaired without losing patina. r) 1:20 sections and elevations of how the proposed louvred panels (serving the ventilation equipment) will sit into the existing clerestory glazing arrangement in the west range, and provide an explanation regarding the complicated stepped arrangements of the plasterboard partitions and 1:20 junction detail between these and the clerestory glazing (ref. A3 Drawings 3041, 3040, 3037). s) Clarify if the proposed new electrical cable trays are surface mounted at high level and ensure that it is positioned to be as discreet as possible. t) Demonstrate that LED batten light fittings to the corridors shall contribute to the character of the space and be mounted in a manner that suits the geometry of the space. u) Clarify if there is chasing of walls required to accommodate socket outlets. v) Demonstrate that light fittings complement the character of the building and avoid recessed fittings set into lath and plaster ceilings (if these exist). w) Coordinated reflected ceiling plan which includes all proposed light fittings and other ceiling mounted fittings e.g. smoke detectors. x) Clarify if chasing of existing finishes is required to accommodate Fire safety fittings – ceilings/walls break glass units/detectors. y) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained fabric and the curtilage of the Protected Structure. z) All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. aa) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. bb) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. cc) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area.
