8. The requirements of DCC’s Transport Planning Division shall be undertaken as follows: b) Prior to occupation, the applicant shall prepare a Mobility Management Plan and submit to the Planning Authority for written agreement. The plan shall set modal targets and outline specific measures to achieve the objectives and modal split targets for the development. A Mobility Manager for the overall scheme shall be appointed to oversee and co-ordinate the preparation of individual plans. c) The applicant shall submit, prior to commencement of development, a bicycle management plan in relation to the operation and maintenance of the bicycle parking facilities on site. The bicycle parking facilities shall be ready for use prior to occupation. The plan shall also outline the location, design and quantum of bicycle parking spaces in line with the various permissions granted on site. The plan shall outline how the spaces incorporate e-charging, accessible spaces and a layout consistent with the Cycle Design Manual, 2023. d) The applicant shall submit, a car parking management plan in relation to the operation and maintenance of the car parking on site. The plan shall also outline the location, design and quantum of car parking spaces in line with the various permissions granted on site. Car parking spaces shall be leased on site on a demonstrated basis. No car parking spaces shall be sold separately or with each residential unit.
