Description

3. The developer shall comply with the following conservation requirements of the Planning Authority: a) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained fabric and the curtilage of the Protected Structure. b) The proposed development shall be carried out in accordance with the following: i. All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. ii. All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. iii. All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. iv. The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. c) In advance of work commencing on site, the applicant shall submit the following information for the written agreement of the planning authority: i. Samples of the proposed materials for the extension shall be submitted. Detail drawings at a scale of 1:10 shall also be submitted, showing the junction of the proposed extension and the existing rear wall of the house, as well as a section through the proposed opening, showing details of the proposed foundations for the extension and the proposed granite step detail at the entrance to the proposed extension. Details of the construction of the proposed extension against the historic boundary walls of the garden shall also be provided, including foundation details and flashing details, ensuring the historic boundary walls would not be compromised or undermined in order to facilitate the construction of the proposed extension. ii. The applicant shall provide details of five recent examples of specialist historic plaster repair works carried out by the proposed contractor on protected structures of similar architectural significance in Dublin and associated references to ensure that the contractor has the requisite expertise for these works. The applicant shall provide a specific method statement for the proposed repairs to the two principal ground floor rooms including how the ceiling roses will be treated, close-up photographs cross referenced with a reflected plan. iii. The applicant shall prepare and submit a record drawing cross-referenced where required to marked-up rectified photographs of the brick façade and granite steps, to record the condition of the brick and stonework and any repairs required, following a detailed inspection from the scaffold at close quarters, prior to commencing the re-pointing works. The applicant shall identify by inspection of the façade for any remnants of original pointing to inform the appropriate re-pointing method for the building based on remnants observed. The building join with the adjoining buildings will require special attention in the re-pointing works. All works shall be carried out in accordance with method statement provided and best conservation practice, and by a suitably qualified contractor with proven experience in the repair of historic brick and stonework. iv. Details of the proposed service runs to and from the proposed bathroom at first floor shall be provided ensuring no damage would be caused to the historic fabric. v. The applicant shall make a formal request to the Dublin City Council Commemorative Plaque committee for the proposed plaque in the first instance for the formal agreement of Dublin City Council. Dublin City Council operates a formal commemorative plaques scheme to 'Facilitate the formal commemoration of people, organisations, and events that have made a unique and significant contribution to the life or history of Dublin through outstanding achievement, distinctive service or significant community contribution.' The only plaques permitted in the city must be agreed with this committee in advance. vi. The applicant shall provide details of the proposed plaque on the front elevation, including a sample of the proposed material and examples of similar plaques found in the local area. Detail drawings at 1:5 of the proposed plaque including the dimensions and proposed fixing method to the brick shall be provided, noting that all fixings shall be into the mortar joints only and shall avoid drilling into the brickwork.
