5. Prior to commencement of development full details of the materials, colours and textures of all external finishes to the proposed buildings, including samples, shall be submitted to the planning authority and written agreement obtained. All materials shall be of a high quality and durable, shall be in keeping with the area and shall adhere to the principles of sustainability and energy efficiency.
