EXPP: The proposal is for a change of use of 36 & 37 Clanbrassil Street Upper from a shop & office to temporary accommodation for displaced people or persons seeking international protection. The proposed development will provide temporary accommodation for up to 13 persons over 3 floors. This proposal is in keeping with the Guidelaines for Development of New Emergency Accommodation and the S.I No. 376/2023 - Planning and Development (Exempted Development) (No. 4) Regulations 2023 which lists shop & office as exempted development. Is this classed as development and if so, is it exempted development under the Planning and Development Act 2000 - 2002?
