14. The following requirements of the Transportation Planning Division shall be complied with: c) An Operational Waste Management Plan shall be submitted prior to occupation of the development to the planning authority for written agreement. In the interests of accessibility and pedestrian safety, refuse collection shall take place directly from the Bin Store not from the public footpath.
