2. The following requirements of the Planning Authority’s Conservation Section shall be fully complied with in the development: c) The applicant shall submit the following information for the written agreement of the Planning Authority in advance of any works commencing: • Clarification on the extent of works proposed to the front boundary. If works are proposed to the front boundary railings (such as those described on page 19 and 22 of the report submitted) the applicant shall submit detailed 1:100 drawings for the full extent of the existing boundary railings and location of defects to be repaired, including the location of proposed opening up works, and 1:20 typical part-elevation, plan and section drawings, indicating all proposed repairs and specification for same. • To demonstrate justification for the proposed installation of new railings on top of the existing stone plinth walls, the applicant shall submit a copy of the risk assessment / health and safety audit conducted in relation to the plinth walls adjacent to the entrance, and details of alternative solutions that were considered (and discounted) to limit access to the low plinth walls. • 1:25 part-plan (typical) drawing of the stone plinth indicating the position / location of proposed new railings and stays relative to existing stone joints • 1:10 section detail of proposed fixing into the top of the stone plinth including dimensions, finishing to top of stones and methodology for the installation. • 1:25 plan, and front and rear elevations of the stone plinth / walls to the basement areas to indicate all defects and proposed conservation repairs required, including specification for raking out and repointing in lime pointing, stone grafts, etc. to include cross referenced photographs of all defects. • Detailed methodology for the proposed replacement / repair of the central post of the decorative corner piers, and the proposed connection to / addition of the new lamp standard to detail. • Detailed specification of the proposed stripping of the historic ironwork, including protective measures to all adjacent historic fabric that might be affected by the cleaning / stripping process, and identifying any items that require removal and repair in the workshop and specification and methodology for removal accompanied by a marked up drawing showing where existing material is to be cut. • Further analysis and research to demonstrate that the proposed height and style of the proposed new lamp standards will be harmonious with and appropriate to the historic façade. • 1:25 part-elevation of the front entrance (up to and including the cornice that separates the ground and first floor levels) with the lamps on either side to facilitate the assessment of the final proposal. Reason: In order to protect the amenity, setting and curtilage of the protected structure and to ensure that the proposed works are carried out in accordance with best conservation practice
