4. Prior to the commencement of development the developer shall submit for the written agreement of the planning authority revised plans and particulars that show: (a) The southern elevation of Blocks B and C shall be revised to incorporate a brick finish, incorporating a simple articulated detailing at all levels below the setback upper floor levels.
