8. The following requirements of the Council’s Conservation Department shall be complied with: h) An inspection shall be carried out by the conservation architect and the conservation officer when the scaffolding is in place to establish the extent of pointing works required, and a detailed methodology and specification shall be submitted for the written agreement of the planning authority for any repointing works
