23. The developer shall comply with the following conditions of the Drainage Division: b) In accordance with the recommendations of the Strategic Flood Risk Assessment for Poolbeg West SDZ where embankment defences are used a minimum embankment level of 4.45m OD shall be adopted for less vulnerable development and 4.95m OD or higher for highly vulnerable development. Consequently the proposal to provide a cut through across the existing embankment at a level of 3.6m OD to provide a pedestrian link between the cultural hub and the coastal walk shall be amended so that the required defence levels as per the SFRA are not compromised. The amended proposal shall be agreed in writing with DCC Drainage Division prior to commencement of works. c) The submitted drainage proposal for areas intended to be ‘taken in charge’ do not meet DCC requirements for Taking in Charge. A revised drainage proposal shall be submitted to DCC Drainage Division for written agreement prior to the commencement of the works on site. e) Exact details of the proposed surface water outfall arrangements shall be agreed in writing with DCC Drainage Division prior to commencement of works. f) The development shall incorporate Sustainable Drainage Systems in the management of surface water. 30 year attenuation shall be provided at each block in accordance with the surface water management strategy outlined in the parent permission (refer to Masterplan Infrastructure Report by ARUP Consulting Engineers). Full details of SuDS proposal including attenuation storage shall be agreed in writing with Drainage Division prior to commencement of construction. g) Surface water drainage arrangements for areas of proposed temporary / meanwhile uses shall be agreed in writing with DCC Drainage Division prior to commencement of construction on site.
