3. The following requirements of the Council’s Environmental Health Officer shall be adhered to: Air Quality & Noise Control - Construction Phase A Construction Management Plan shall be prepared on behalf of the developer and contractor. This Construction Management Plan shall be submitted to, and agreed in writing, by the Planning Authority, prior to commencement of development. This plan shall be developed with reference to the ‘Construction and Demolition Good Practice Guide’ produced by the Air Quality Monitoring and Noise Control Unit of Dublin City Council https://www.dublincity.ie/sites/default/files/2022-03/construction-and-demolition-good-practice-guide-15-03-2022.pdf • Site development and building works shall be carried out between the hours of 0700 to 1800 Mondays to Fridays inclusive, and between 0800 to 1400 hours on Saturdays only. Permission to work outside of these hours must be subject to the approval of Dublin City Council. • All site works shall follow best practice in relation to noise and air emissions. Appropriate dust suppression shall be employed to prevent fugitive emissions affecting pathways or those occupying neighbouring properties. Air Quality & Noise Control - Operational Phase • Appropriate measures shall be implemented to ensure the effective control of fumes and odours emanating from the premises. • All plant and mechanical equipment shall be acoustically designed to minimise audible and impulsive tones at noise sensitive locations. Noise emissions shall not exceed the LA90 by 3dB(A) or more, when all plant is operating when measured as an LAeq (5min at night, 15 min in day).
