15. The following requirements of the Transportation Planning Division shall be complied with c) Prior to commencement of the development, an Operational Service and Delivery Strategy shall be submitted to the planning authority for written agreement. This shall detail vehicular service and delivery arrangements for the development including the use of the rear yard at no. 34 Harcourt Street. All deliveries made to the development shall be made to limit interference with Luas operations.
