Description
3. The applicant shall comply with the following conditions from the Conservation Officer: (a) The applicant shall submit the following architectural conservation details/revisions for the written approval of the Planning Authority prior to the commencement of development: (i) The proposed tanking system shall be omitted from the proposed development. The Conservation Officer would prefer that the applicant considers alternative means of addressing damp that shall be of minimal intervention, shall retain breathability and primary fabric and shall be confirmed in writing to the Local Authority based on the level of damp/water ingress evidenced in the site. The proposed use of Diathonite breathable insulation to the walls at lower ground floor level is considered acceptable as is the proposal to install a French drain along the front elevation. These two elements of the works should be incorporated into any proposal to address damp. A revised methodology based on an assessment of the levels of existing damp shall be provided by way of written submission in advance of works commencing. (ii) Confirmation of the servicing of the kitchen to include ventilation, water and drainage in advance of works commencing. 1:50 drawings shall be provided clearly demonstrating the impact on surviving decorative finishes within the space. The applicant shall also confirm if additional structural strengthening is required to support kitchen fixtures including the kitchen island indicated on the drawings. (iii) The Conservation Section have general concerns about the proposed use of heat pumps within traditionally constructed buildings that cannot be fully air tight due to the need for their breathability to be retained and where significant thicknesses of insulation cannot be achieved. It is recommended that the applicant seek appropriate professional and independent advice in this regard. In advance of works commencing, the applicant shall confirm the proposed heating system to the house. (iv) Clarification on the proposed heating of the first floor. The Conservation Officer has concerns regarding the provision of underfloor heating within a historic floor and the potential impact on the floor structure, staircases, finishes and levels, which will have a knock-on impact on other surviving joinery elements including skirtings and door saddles as well as an increased risk of damage due to shrinkage and warping. An impact assessment accompanied by 1:20 drawings (plans and sections) of the proposed underfloor heating system, if this is to be installed, shall be provided for approval. (v) Confirmation that the proposed roof slate will be Blue Bangor natural slate. (vi) 1:20 drawing of the proposed replacement oval rooflight to the return roof shall be submitted for approval in advance of works commencing including the proposed glazing. (vii) The applicant shall investigate and confirm if the historic window to ope WG.02, proposed for removal to facilitate the provision of a door ope, might be used to replace the later window to ope WG.01. It is also recommended that the existing window to WG.03 be retained, as this appears to be somewhat historic, even if not original. 1:20 drawings of the proposed replacement windows shall be submitted for approval in advance of works commencing. 1:5 details of glazing bars shall be included where slimline double glazing is proposed to demonstrate the proposed glazing can be provided with no impact on the historically dimensioned glazing bars. (viii) 1:50 site plan of the proposed layout to the rear garden demonstrating the extent of hard surfacing for parking. The applicant shall provide a condition survey of the rear boundary walls and a methodology for their repair.
