9. The developer shall comply with the following conditions from the Transportation Planning Division: (c) Prior to commencement of development the applicant shall agree in writing a Cycle Parking Management Strategy with a view to increasing active travel to events. In this regard, the strategy shall address: the promotion of cycle parking at point of sale of tickets; security arrangements; location and proximity; layout; details of parking stands; details of safe route to cycle parking, signage; and monitoring of uptake, and provision of additional cycle parking if required. Cycle parking shall be located as close to stands as reasonably practicable, priority of proximity should be given to cycle parking over car parking where possible.
