7. The following requirements of the Planning Authority’s Conservation Section shall be fully complied with in the proposed development: c) The insulation of the external walls shall be omitted at first floor level. The use of a breathable system compatible with lime plastering and masonry walls may be considered suitable in the basement, further to the confirmation of appropriate detailing. The applicant shall submit details of the insulation strategy for the basement for the written agreement of the Conservation Officer. d) Any damp issues shall be dealt with in accordance with best conservation practice, noting that the most suitable methods of addressing damp in these areas include the introduction of French drains directly adjacent to the building, addressing any open joints in a lime-based mortar, ensuring that the internal space is adequately ventilated, removing any gypsum based internal plasters and non-breathable paints and the use of sacrificial plasters such as lime/clay. The applicant shall submit details of the proposed damp proofing strategy for the written agreement of the Conservation Officer. e) All new repointing shall match the existing and the applicant shall submit a detailed conservation methodology for all brick repair work and repointing to include a mortar specification and the proposed finish to both brickwork (red and polychromatic) and granite masonry. New pointing shall be to best conservation practice and in accordance with the Department of Housing, Local Government and Heritage’s Advice Series. A conservation specialist with proven experience shall be appointed to carry out the work. The applicant shall identify by inspection of the façade for any remnants of original pointing to inform the appropriate re-pointing method for the building based on remnants observed. The building join with the adjoining buildings will require special attention in the re-pointing works. h) The partition in the proposed master bedroom shall be constructed around the decorative plasterwork, ensuring that the cornicing remains intact so that the legibility of the floor plan can be read. i) The chimney breast and fireplace in the proposed pantry and rear master dressing room shall not be covered with fitted furniture, and the fireplaces shall remain in situ. These revisions shall be included on the revised plans to be submitted. j) In advance of work commencing on site, the applicant shall submit the following information for the written agreement of the Conservation Officer: I. A method statement for the demolition of the of the garage, boiler house and the repair works to the historic fabric in garage area, ensuring the historic walls of the Protected Structure would not be compromised by the demolition works. II. Details regarding the side and rear elevation finishes of the proposed bootroom, and details of the parapet coping. A method statement for the removal of the extension and the treatment of the existing brickwork on the main house, including repairs following the removal of the extension shall also be submitted. III. A method statement for the careful removal of the cast iron stairs to the rear of the Protected Structure, describing any repairs works required to the render and substrate. IV. Details of the proposed foundations for the new extensions, to demonstrate that the existing walls of the Protected Structure will not be compromised or undermined by the proposed extension. V. 1:5 details for the junctions where the new extensions meet the historic fabric of the existing building. VI. A method statement for the repair of the historic windows shall be submitted. The frames should have a traditional putty finish to the exterior. New slim-line glazing units which have fritted glass, visible spacers and plant-on glazing bars will not be accepted as such features would have an adverse visual impact on the character of the Protected Structure and wider streetscape. The use of a fineo glazing with fritted glass will not be supported as it would have a significant impact on the special architectural character of the historic elevations. Additionally, any proposed slim-line glass replacements should conform to EU directives and shall confirm this in writing to the Planning Authority. Reason: In order to protect the original fabric, character and integrity of the Protected Structure, its setting and curtilage, including its plan form, hierarchy of spaces, structure and architectural detail, fixtures and fittings and materials, and to ensure that the proposed works are carried out in accordance with best conservation practice.
