2. The following requirements of the Planning Authority’s Conservation Section shall be fully complied with in the proposed development: a) The applicant shall submit the following architectural conservation details/revisions for the written approval of the Planning Authority prior to the commencement of development: i) Updated floor plans illustrating all interventions required to address fire safety concerns, should any be raised by the Fire Officer. ii) 1:50 floor plans demonstrating the level of intervention required within the existing floor structure, accompanied by 1:10 details of the junction between the joists, wall and underlying ceiling. The impact on decorative cornicing shall also be addressed in the submission. The proposed strengthening of the floors shall be a conservation-led intervention. iii) 1:20 drawings of the proposed stairs between ground floor and basement. iv) The Applicant to use an alternative means of addressing damp that shall be of minimal intervention, that shall retain breathability and primary fabric and shall be confirmed in writing to the Local Authority based on the level of damp/water ingress evidenced in the site. v) Confirmation of the proposed plaster to be used to the internal faces of the walls, noting the Conservation Report refers to Diasen Diathonite Thermactive ‘or other approved’. vi) Confirmation of all proposed service routes to include electrical, heating, fire, ventilation and security. vii) 1:20 drawing of the proposed wall to the vault beneath the garden, providing a finish appropriate to the setting of the Protected Structure. The drawing shall also include any proposed door/gate to the vault. viii) 1:50 drawing of the rear garden providing full details of the proposed surface finishes within the rear garden, providing a mix of hard and soft landscaping of a high quality. 1:20 drawings of a proposed boundary to the basement well at garden level and bridge from rear door to garden. ix) 1:20 drawing of the proposed bin store shall be submitted. x) 1:20 drawing of the proposed gate/repair of breach to east end of the garden shall also be submitted for approval. Confirmation shall be submitted of the finish to the top of the boundary walls on completion of these repairs. b) The applicant shall submit the following architectural conservation details/revisions for the written approval of the Planning Authority: i) Once works have commenced on site and greater access to the oven has been achieved, a detailed specification for the consolidation of the bread oven is to be agreed in writing with the Planning Authority. ii) Site samples/exemplars for the internal plaster, reinstatement of cornices and lath-and-plaster ceilings are to be agreed on site with the Planning Authority prior to these works commencing. iii) In advance of a new tenant taking up occupancy of the retail unit, 1:20 elevation of the shopfront shall be submitted for approval detailing proposed signage, lighting, cameras, etc. c) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained fabric and the curtilage of the Protected Structure. d) The proposed development shall be carried out in accordance with the following: i) All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. ii) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. iii) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. iv) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area.
