3. The developer shall comply with the following conservation requirements: a) The developer shall submit the following architectural conservation details/revisions for the written approval of the Planning Authority prior to the commencement of development: i. 1:50 revised floorplan at ground floor level, retaining the chimneybreast to the rear wall of the historic return. Providing openings to either side of the chimneybreast to facilitate connectivity would be considered acceptable. ii. Revised drawings omitting the dormer to the roof of the rear return. iii. Revised drawings omitting the rooflights to the front pitch of the roof. iv. Revised methodology for repair of the roof demonstrating the works will be carried out in line with best conservation practice including revising the proposed nails to copper (stainless steel is not appropriate) and confirming the proposed replacement slate for repairs, which should match the existing slate (i.e. blue Bangor slates). v. Comprehensive methodology for all works to the external facades omitting the application of a water repellent to the brickwork and the calcium carbonate micro blast to clean the stonework. A light steam clean of the exterior would be acceptable subject to the provision of samples for the written approval of the planning authority. The methodology shall confirm the use of NHL2 for all repointing mortars in line with best conservation practice. vi. 1:20 drawings of proposed window types shall be submitted, demonstrating these are accurately based on surviving historic windows along the terrace including the profile of window heads. Justification for the proposed window types shall also be provided. The installation of slim-profiled double-glazing may be considered where well detailed. The new frames should have a traditional putty finish to the exterior. Details of the proposed new glazing should also be submitted. The applicant shall ensure that any proposed slim-line glass replacements conform to EU directives and shall confirm this in writing to the Planning Authority. The use of a slim profiled glazing with frittered glass between the panes is not appropriate for this protected structure and will not be supported as it can cause serious injury to the legibility of the glazing and its special architectural character. 1:5 details of frames and glazing bars (where appropriate) shall be provided demonstrating there will be increase in thickness to accommodate the proposed glazing. vii. Revised drawings omitting the use of aluminium windows to modified opes to the rear and providing high quality timber windows to these opes. viii. Revised ground floor plans retaining the historic suspended timber floor and providing for insulation beneath the timber floorboards. Any insulation works should ensure that adequate ventilation is retained in the subfloor area. ix. The proposed calcium silicate board shall be omitted from the walls of historic rooms that retain their original window joinery, decorative plasterwork, fireplaces and historic flat plaster. The application of calcium silicate board would be considered to the rear return. Confirmation of the omission of the proposed insulation shall be provided. x. Revised first floor plan omitting the bed heads across the chimneybreast and confirming that surviving fireplaces will be retained within bedrooms. xi. 1:20 drawing of the proposed new stairs to the attic level, replacing the existing, shall be provided. The impact on the historic stairs between ground and first floor as a result of this new stairs shall be demonstrated. b) The developer shall submit the following architectural conservation details/revisions for the written approval of the planning authority: i. Following provision of a scaffold to the elevations, the Conservation Officer shall be given the opportunity to inspect same to assess the condition of the brickwork. ii. A detailed schedule/marked up drawing of repairs following inspection at close quarters is to be provided. iii. The applicant shall submit details of five recent examples of specialist re-pointing works carried out by the proposed contractor on protected structures of similar architectural significance in Dublin and associated references to ensure that the contractor has the requisite expertise for these works. iv. Site samples/exemplars for the removal of raking out, cleaning, patch repairs, re-facing and repointing are to be agreed on site with the Conservation Officer prior to these works commencing. The proposed pointing finish shall be based on any remnants of historic pointing found on the building behind pipes/under window sills etc or on adjoining buildings within the streetscape.
