3. Prior to commencement of development the applicant shall submit the following details required by the Conservation Officer for written agreement of the Planning Authority: (a) Revised first floor plan to omit the proposed second en suite bathroom (accessible from the front room) from the rear bedroom. The second proposed new entrance door to the master bedroom in the solid spine wall shall be omitted. Access to the front master bedroom shall remain via its current arrangement through the small lobby. (b) The proposed partitions to the chimneybreast alcoves shall be omitted from the first floor rear bedroom plan to ensure the retention of the legibility of the historic chimneybreast. (c) A revised floor plan of the lower ground floor to show the omission of the widened opening on the rear elevation. A glazed single-leaf door is acceptable in this position. (d) The proposed internal insulation shall be omitted from the walls of historic rooms that retain their original window joinery, skirtings, decorative plasterwork, fireplaces and historic flat plaster. (e) The applicant shall provide written confirmation from the owner of Number 81 Leeson Street Upper that they approve of the proposed erection of a new railing along the party line of the shared front steps and landing. (f) The applicant shall provide 1:20 drawings and 1:10 details of the proposed railings to the front steps. Detailed drawings and a method statement shall be provided to demonstrate how the proposed railings are to connect with the brick elevation. Detailed drawings and a method statement shall be provided to show a typical detail of a lead mortise setting to the granite steps. A plan of the steps to show the location and number of required mortise settings shall be provided. Photographic details of the similarly-positioned railings along the terrace shall be provided. Profiles of the historic railings from neighbouring houses, to include the handrail and terminal, uprights, lead settings and wall-bearing points, shall provide the basis for the detailed design of the proposed railings. The proposed railings shall be painted metal with the final coat being brush-applied by hand rather than by means of spraying. (g) Section details at 1:20 of junctions between the Protected Structure and proposed extension. (h) Following erection of the scaffolding and undertaking of localised investigation by the appointed specialist conservation contractor, the applicant shall confirm if window reveals shall be wig pointed or shall receive feathered reveals. The proposed finish shall be evidence based. (i) The applicant shall confirm if the rear elevation shall be repointed to a flush or penny-struck finish. The proposed finish shall be evidence based. (j) Site exemplars for the removal raking out of joints, brick repairs, wig repointing to façade and penny struck or flush repointing to rear, new wig pointing or feathered render reveals to openings shall be provided for inspection and agreement by the CO. (k) Following further investigation and examination of the condition of granite window sills, the applicant shall confirm the method from proposed cleaning, noting that the most gentle form of cleaning shall be selected. A cleaning sample shall be presented for inspection and agreement by the CO. (l) A cleaning sample of the front granite steps and landing shall be presented for inspection and approval by the CO. (m) New slim-line double glazing units shall only be permitted to windows that have modern glazing. The new frames should have a traditional putty finish to the exterior. Details of the proposed new glazing should also be submitted. The applicant shall be satisfied that any proposed slim-line glass replacements conform to EU directives. New slim-line glazing units which have visible spacers, fritted glass, plant-on glazing bars will not be accepted as they would have an adverse visual impact on the character of the Protected Structure and wider terrace.
