Description

15. The following Transportation Planning requirements are requested to be adhered to : a) (i) Prior to the commencement of the development, the developer/applicant shall ascertain the requirements of Environment and Transportation Department in consultation with the NTA and TII for all works within the public road and footpath on Walkinstown Avenue and Naas Road, as well as works within areas to be taken in charge. Works to junctions, kerblines, pedestrian crossings, footpaths, line markings, signs, public lighting, and materials shall be agreed in writing with the planning authority. All works shall be in accordance with the document Construction Standards for Roads and Street Works in Dublin City Council. The work will be carried out at the expense of the applicant. (ii) All works to Walkinstown Avenue and Naas Road carriageways and footpaths shall be implemented prior to completion and occupation of block(s) in Phase 1 unless otherwise agreed in writing with the planning authority. The work will be carried out at the expense of the applicant. b) The detailed design of a signalised junction on Walkinstown Avenue shall be agreed with the planning authority in consultation with the NTA, prior to the completion and occupation of Phase 2. The signalised junction shall be implemented prior to the completion and occupation of blocks in Phase 3 unless otherwise agreed in writing with the planning authority. The work will be carried out at the expense of the applicant. c) A revised drawing outlining areas to be taken in charge by Dublin City Council shall be submitted prior to commencement of the development to the planning authority for written agreement. d) (i) Prior to commencement of development, and on appointment of a main contractor, a Construction Environmental Management Plan having regard to Mitigation Measures outlined in the Environmental Impact Assessment Report Chapter 16 shall be submitted to the planning authority for written agreement. This plan shall provide details of intended construction practice for the development, including construction compound(s), traffic management, hours of working, noise and dust management measures and off-site disposal of construction/demolition waste. The development shall comply with TII’s 'Code of engineering practice for works on, near, or adjacent the Luas light rail system'. (ii) Traffic management shall be set-out in a Construction Traffic Management Plan providing details of the traffic management programme, routing and access arrangements, estimated vehicle numbers and phasing, traffic management safety and monitoring measures and applicable licenses and permits requirements. (iii) A construction phase mobility strategy incorporating onsite mobility provisions shall be submitted.
