6. The developer shall comply with the following requirements of the Conservation Section of Dublin City Council; • A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained fabric and the curtilage of the Protected Structure. (a) The proposed development shall be carried out in accordance with the following: (i) All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. (ii) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. (iii) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. (iv) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. (b) In light of the significance and intactness of this Protected Structure, the Applicant is requested to submit the following information for the written approval of the Planning Authority in advance of the works commencing: • 1:100/1:50 plans, sections, elevation and ceiling drawings recording all key surviving historic fabric (timber floors, historic joinery, windows, doors, ceilings, cornices, wall plaster, etc.) and proposed repairs to same • Record plan and section drawings of the historic oval timber staircase, clearly indicating all proposed repairs and structural strengthening details @1:20 • The Applicant shall bring to the attention of the Conservation Officer any fire upgrading works that would give rise to alterations to the historic fabric (doors, floors, ceilings, architraves etc.) – the loss or significant alteration of historic fabric shall be avoided • Marked-up 1:100/1:50 drawings (scale to suit level of information provided) indicating all proposed repointing, consolidation and repairs following inspection at close quarters, to be co-ordinated with and include the proposed structural repairs of defects set out in Section 7 of the POGA Structural Report. • Brick/stone pointing and cleaning: Site exemplars for the removal of raking out, cleaning, patch repairs, re-facing and repointing including joint profile of the brick elevations shall be agreed on site with the Conservation Officer prior to works commencing. NHL2 is to be used for all mortar mixes to historic brickwork. • All historic original cobbled surfaces, granite slabs, jostle stones that survives undisturbed in its original location shall preferably be retained in situ. Where necessary, it shall be recorded, carefully lifted, protected, stored and reinstated in its original location in accordance with Department of Housing, Local Government and Heritage Advice Series publication ''Paving: the Conservation of Historic Ground Surfaces.'' • New elevations: revised drawings shall be submitted of the proposed elevations to include a continuous granite plinth at the base of the proposed stone cladding at ground floor level on the new extension, avoiding small stone slips that would be vulnerable to damage, weathering and wear and tear at the junction with the pavement; granite cladding to extend up to a stone string course to align with the top of the boundary wall on St. Luke’s Avenue and brick wall finishes to the upper part of the new stair ‘tower’ enclosure – samples of all materials to be agreed with the Planning Authority; finish and colour of slim-profile aluminium window elements and aluminium panels to complement the brickwork ensure a richness in detailing, to be agreed with the Planning Authority
