16. The following Parks Division requirements are requested to be adhered to : f) A pre-construction survey for nesting herring gulls shall be prepared by a qualified ecologist/zoologist and submitted by the applicant to the local authority at least 6 weeks prior to any pre-construction, site clearance or demolition works. This should include evidence of consultation with the National Parks and Wildlife Service if any nesting is found and a license obtained if required by the NPWS. Site clearance works, including demolition of built structures and removal of existing vegetation, are not permitted during the nesting season (1 March to 1 September). Where this is not possible, such works can only proceed if it has been verified in writing by a qualified ecologist that no nest is present. If a nest is present, then works can only proceed under licence from the National Parks and Wildlife Service. The applicant is requested to incorporate specific designed measures for provision of nesting for swifts, through the use of ‘swift bricks’ into the normal courses of facades, ‘swift boxes’ under eaves, or ‘swift towers’ in courtyards. These are to be located and installed in consultation with a qualified ecologist and with reference to the specific design requirements for the targeted species and national guidance (Saving swifts, Birdwatch Ireland, 2019). Evidence of proper installation will be certified in writing by a suitably qualified ecologist to Dublin City Council.
