4. In advance of work commencing on site, the applicant shall submit the following information for the written agreement of the planning authority (Conservation Division): (i) Further revised drawings of the proposed new shopfronts which are based on photographic evidence of the historic shopfronts at No’s 147 and 148 Leeson Street Upper. (ii) Shopfront drawings from a conservation joiner with experience working on the repair, conservation and restoration of historic shop fronts. It is recommended that the applicant engage the services of a conservation joiner from the Irish Georgian Society Traditional Building Skills register. (iii) Where hitherto hidden historic fabric concealed behind the extant shopfront and beneath later partitions and linings is revealed in the course of opening up works, the applicant shall contact the Council’s Conservation Officer to agree a conservation salvage strategy for the historic fabric. This historic concealed fabric shall be revealed, repaired if required and included to further inform a sympathetic and appropriate design approach to the Protected Structure. (iv) The proposed motorised canopy / awning shall be omitted. Any proposed alternative awning / canopy provided shall be manually operated and the roll for the awning shall remain concealed beneath the proposed new fascia. The applicant shall submit 1:5 section details through the proposed shopfront fascia to demonstrate how the hand-operated awning shall be incorporated within the new shopfront. (v) Where historic glass exists in historic windows, replacement glass shall not be installed. All historic stained glass shall be retained. The introduction of double glazing in these windows will not be permitted unless the safety of the stained glass can be guaranteed. (vi) All proposed replacement windows shall comprise historically correct timber sash windows to be selected under the supervision of an accredited Conservation Architect, and shall be of appropriate material, design and detail. The use of the proposed slim profiled double glazing is acceptable. The new frames shall have a traditional putty finish to the exterior. (vii) Where original / historic doors remain, these shall be repaired and upgraded to achieve the necessary fire resistance. The applicant shall submit a revised methodology for the upgrading of historic doors to achieve the requisite fire resistance. All new doors shall match the historic doors. (viii) The proposed tanking system shall be omitted and a revised methodology for damp control based on an assessment of the levels of existing damp submitted for written agreement. Revised proposals should preferably be of minimal intervention, retain breathability and primary fabric and be based on the level of damp/water ingress evidenced in the site. Suitable methods of addressing damp include ensuring that the lower ground floor space is adequately ventilated, exposing the base of the wall fabric externally (removing cementitious render and any non-breathable paints), and the use of sacrificial renders internally such as lime / hemp / clay, and / or the introduction of a calcium silicate board. (ix) Rooflights shall be of the conservation type only. (x) The proposed calcitherm shall be omitted from rooms that retain their original window joinery, skirting boards, decorative plasterwork, historic cornices and historic flat plaster and shall only be applied to the historic walls of rooms that do not retain these historic features. (xi) The applicant shall submit a full scope of works, specification and conservation methodology for the proposed brick repointing works. The applicant shall prepare and submit a record drawing cross-referenced where required to marked-up photographs of the brick façades of both buildings to record the condition of the brickwork and any repairs required. The applicant shall identify by inspection of the façade for any remnants of original pointing to inform the appropriate re-pointing method for the building based on remnants observed. The applicant shall confirm the original pointing in writing to the Conservation Officer and shall facilitate a site visit for the Conservation Officer to inspect. Site exemplars for the removal of pointing, raking out, cleaning, patch repairs, re-facing and repointing for the building shall be agreed on site with the Conservation Officer prior to works commencing. (xii) All lime plasters utilised at this Protected Structure shall be NHL 2 as NHL 3.5 is considered to be too hard for use with historic buildings.
