3. The developer shall comply with the following requirements of the Conservation Officer of Dublin City Council; a) The applicant shall submit the following architectural conservation details/revisions for the written approval of the Planning Authority prior to the commencement of development: i) A full room by room photographic internal and external survey, including internal features such as cornices, doors and door surrounds, the stairs, skirtings, fire breasts and fireplaces. The interior of the existing extensions to the rear shall be recorded to verify its provenance and confirm it was evident on the 1911 ordinance map. ii) Revised drawings of the rear elevation, providing clarity on the proposed fenestration. The applicant shall omit energy performance glazed casements from the rear elevation. The existing sash on the upper ground floor shall be retained in situ. The proposed sashes referred to in the AHIA shall be two over-two pane sashes to match the existing sash at the west end of the rear elevation. The use of energlaze to new sash windows shall be omitted and replaced with an alternative slim profiled glazed unit. There shall be no alterations to historic window opes and window cills. iii) The applicant shall provide details of all proposed roof finishes and materials, 1:10 details of all junctions between the extension and historic structure including flashing details for junctions between the new extension and the Protected Structure. iv) Revised plans and sections showing an alternative layout at ground floor, retaining nib walls at the rear and a detailed methodology for the proposed structural works and interventions required to facilitate the enlargement of openings to the rear elevation. v) Revised drawings showing the proposed demolition of the cross wall between the front and the rear room to the west of the hall on the upper ground level omitted. vi) Revised drawings showing the relocation of proposed partitions to the east of the hall on both levels so as to avoid impacts on fireplaces, fire breasts, skirtings and cornices. vii) The applicant is requested to subject a methodology for the proposed stripping of the stairs. b) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained fabric and the curtilage of the Protected Structure. c) The proposed development shall be carried out in accordance with the following: i) All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. ii) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. iii) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. iv) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area.
