4. The Developer shall comply with the following requirements of the Conservation Officer: b) In advance of work commencing on site, the applicant shall submit the following information to the Planning Authority for their written agreement: i. All proposed window replacements must be historically correct timber sash windows, which are accurately based on originals. The applicant shall submit a full set of drawings at 1:10 and specification for each of the new windows to the local authority describing the window replacement in detail. The window horns shall be omitted. The new frames shall have a traditional putty finish to the exterior. ii. The applicant shall employ the services of a specialist joiner from the Irish Georgian Society’s Traditional Skills Register to complete the window joinery package and shall submit their contact details to the CO for their written agreement, in advance of work commencing. https://www.igs.ie/conservation/register iii. The applicant shall prepare and submit to the CO a record drawing cross-referenced against marked-up photographs of the brick façade to record the condition of the brickwork and any repairs required. The applicant shall identify by inspection of the façade for any remnants of original pointing to inform the appropriate re-pointing method for the building based on remnants observed. The building join with the adjoining buildings will require special attention in the re-pointing works. iv. The applicant shall submit a full scope of works, specification and conservation methodology for the proposed repair work to the brick facades and the repointing works. v. The CO shall be given the opportunity to inspect the brick façades prior to construction works commencing on site in order to identify brick pointing defects at close quarters and to agree a preferred solution to any brick pointing repairs commencing, which shall be led by best conservation principles. Samples of materials and site exemplars of site workmanship shall be provided for inspection by and written approval of the CO in advance of the works commencing. The applicant shall submit details of five recent examples of specialist brick re-pointing works carried out by the proposed contractor on protected structures of similar architectural significance in Dublin and associated references to ensure that the contractor has the requisite expertise for these works. The use of NHL 3.5 is not permitted as it is considered to be too strong for use on historic buildings. The applicant shall revise the mortar to be NHL 2. vi. The applicant shall submit revised general arrangement drawings that show the plans of the new en-suites and lobbies rearranged and altered in a manner that would ensure that the historic floor plan of the historic rooms remain fully legible (i.e. that the chimney breasts remain fully revealed and that bedrooms retain a regular shape). The drawings shall identify extant historic cornices and shall ensure that new work protects all extant cornices and repairs any previous damage incurred to the cornices. The applicant shall undertake an audit of existing and proposed riser locations and service routes and shall aim to rationalise these routes such these services are located in less sensitive parts of the building rather than in common parts areas such as the entrance hallway and historic staircases nor in areas where historic plasterwork nor joinery exists in the historic rooms. vii. The applicant shall submit revised drawings showing the proposed wall construction within the historic rooms at the front of the building at upper ground floor omitted from the proposal and shall ensure that rooms that would accommodate a more public use are located in these spaces. viii. The applicant shall confirm the new signage and lighting arrangements that would be required to the front of the Protected Structures. ix. The applicant shall provide 1:5 details of the proposed signage, identifying the dimensions of the signage, the materials proposed and the method of fixing. In that regard, all new fixings shall be through mortar rather than through brickwork or stone work. x. The applicant shall also submit details of the proposed lighting for the signage. The use of internally illuminated or halo lighting is not supported. All new signage shall be back-lit. xi. All new signage and lighting have recourse to the Dublin City Council Shopfront Design Guidelines. xii. The applicant shall confirm the proposed painting scheme for the historic doors and windows. xiii. A conservation specification and methodology for the cleaning of the entrance steps and other brick or stone features and any repair work that may be required shall be submitted. A low-intensity cleaning method (such as steam cleaning) shall be specified and only where it can be demonstrated that the process will remove dirt/soiling only and not give rise to the loss of historic stone fabric. xiv. The applicant shall submit a specification and methodology for the careful removal of the extant paintwork to the rear of the Protected Structure and its replacement with a lime based paint.
